BHCR Matches Every Known Indicator of Refrigerant Fraud

Federal agencies have prosecuted and fined companies for selling rebranded LPG as proprietary refrigerant. (sources: Enviro-Safe DOJ, Rule 21) Enviro-Safe paid $300,000. (DOJ press release) Northcutt paid $100,000. (EPA enforcement) Michael Wagner faced criminal charges. (DOT OIG) Every documented characteristic of those cases is present in BHCR's public record.

9 / 9 Red Flags
Confirmed
  1. LPG blend relabeled as proprietary refrigerant (sources: BHCR marketing, Monterrey study)
  2. "Eco-friendly" and "natural" marketing language (BHCR marketing)
  3. Claimed as drop-in replacement for R-410A and R-22 (sources: BHCR marketing, Rule 21 prohibition)
  4. No ASHRAE R-number designation assigned (sources: ASHRAE Std 34, methodology)
  5. Certifications from unaccredited bodies (sources: CE-4082, methodology)
  6. No verifiable manufacturing facility (search methodology)
  7. Undisclosed corporate ownership across multiple jurisdictions (Panama registry)
  8. Zero independent, peer-reviewed product validation (search methodology)
  9. Sold to non-licensed, non-commercial buyers (BHCR marketing)

Companies convicted for identical patterns: Enviro-Safe Refrigerants ($300,000 civil penalty) (source) , Northcutt Inc. ($100,000) (source) , Michael Wagner (criminal charges, $130,000+ restitution) (source) .

Why This Site Exists

Konstantin Rize and Igor Shklar invested significant capital to import and distribute Eco Kold in Israel, based on BHCR's guarantees of product performance and regulatory compliance.

After six months of real-world testing on standard Israeli cooling systems, the product failed entirely. None of the manufacturer's efficiency or functionality promises held up under independent conditions.

BHCR broke its promise to send a technical representative. The company has refused a fair financial settlement and has stopped responding to communications.

This documentation project exists because BHCR chose silence over resolution.

What You Are Actually Buying

HCR 4141 has no ASHRAE R-number. (sources: ASHRAE Std 34, methodology) Every legitimate refrigerant gets one. The EPA classifies it Safety Group A3 with a GWP of 3 to 20. (Rule 27) Those are the exact specs of commodity propane and isobutane. Industrial buyers pay $2 to $5 per kilogram for that gas. (EIA pricing) BHCR charges $30 to $80 per kilogram for the same thing with a different label. (BHCR marketing)

Standard industrial propane gas cylinder. The commodity product that HCR 4141 specifications match. Standard propane cylinder. $2 to $5/kg.
Property Propane (R-290) Isobutane (R-600a) HCR 4141 (Eco Kold)
ASHRAE Safety Class A3 A3 A3 (sources: ASHRAE Std 34, Rule 21)
ASHRAE R-Number R-290 R-600a None assigned (sources: ASHRAE Std 34, methodology)
Global Warming Potential 3 3 ~3 to 20 (est.) (Rule 27)
Market Price per kg $2 to $5 (EIA pricing) $2 to $5 (EIA pricing) $30 to $80 (BHCR marketing)
Independent Lab Tests Thousands Thousands Zero (search methodology)
Comparison: generic propane at $3 to $5 per pound versus Eco Kold HCR 4141 at $30 to $75 per pound, a 600 to 1,500 percent markup for the same gas.
Same gas. Different sticker. Massive markup.

Note: Testing Methodology

The only composition analysis BHCR presents comes from Core Laboratories Panama, a NYSE-listed petroleum reservoir analysis company (ticker: CLB). (BHCR marketing) Core Lab characterizes crude oil formations for drilling operations. They do not test refrigerants, and their methodology for characterizing hydrocarbon refrigerant blends is not independently validated in that application.

Note: Marketing Language

BHCR markets HCR 4141 as "engineered from natural minerals." (BHCR marketing) Propane and isobutane are naturally occurring hydrocarbons derived from petroleum processing. The phrase is technically accurate for commodity LPG.

Five Pillars of Concern

Primary source documents show five categories where BHCR's marketing claims diverge from regulatory, corporate, and enforcement records.

02

Unverified Certifications

Certificate CE-4082 was issued by "UK Certifications," an entity not found in the UKAS accredited body directory. (sources: CE-4082, methodology) The Ecodesign Directive 2009/125/EC cited on the certificate does not govern refrigerant gases as chemical substances.

03

Corporate Opacity

Filing folders arranged in a labyrinth pattern, representing BHCR's complex multi-jurisdiction corporate structure

Five entities across three jurisdictions: Panama, Delaware, and Washington D.C. Panama Green Innovations S.A. (Panama Public Registry folio 752975) is listed as SUSPENDED in the Panama public registry. (Panama registry) Beneficial ownership is not disclosed in any publicly available filing. BHCR Inc. operates from a virtual registered agent address in Dover, Delaware. See the full BHCR Hq Corp S.A. company review for a document-by-document breakdown of the primary operating entity.

04

Unsubstantiated Claims

The sole efficiency study (UTP Panama, 2011) was conducted with a company representative present during testing. (UTP study) No independent, peer-reviewed replication of its 36% efficiency claim exists. (sources: methodology, UTP study) The earlier 2009 Monterrey safety study was commissioned by Panama Green Innovations S.A., an entity whose earliest verified incorporation date is November 2011. Two years after the study was completed. (sources: Panama registry, Monterrey study)

05

Enforcement Precedent

The DOJ assessed a $300,000 civil penalty against Enviro-Safe Refrigerants (2015) (DOJ press release) and a $100,000 penalty against Northcutt Refrigerants for marketing equivalent unapproved hydrocarbon refrigerants. (EPA enforcement) A separate case resulted in criminal charges against an individual distributor. (DOT OIG)
